Decision No. 61/QD-TLĐ 2025 dated 29 July 2025 on reducing trade union fee levels, effective from 1 July 2025, specifically as follows:

For union members in grassroots-level trade unions of public service providers whose 100% salary is not paid by the State budget: the monthly trade union fee is 0.5% of the salary on which compulsory social insurance premiums are paid in accordance with the Law on compulsory social insurance.

For union members in grassroots-level trade unions of state-owned enterprises (including trade unions of joint-stock companies where the state holds controlling shares): the monthly trade union fee is 0.5% of the actual salary received (salary after deducting social insurance, health insurance, unemployment insurance premiums, and personal income tax of the union member), but the maximum monthly union fee shall not exceed 10% of the State-prescribed statutory pay rate.

For union members in grassroots-level trade unions of non-state enterprises (including trade unions of joint-stock companies where the state does not hold controlling shares); non-public service providers; cooperative unions; foreign organizations, international organizations operating in Vietnam; operating offices of foreign parties to business cooperation contracts in Vietnam; union members working abroad: the monthly trade union fee is 0.5% of the salary on which compulsory social insurance premiums are paid in accordance with the Law on compulsory social insurance, but the maximum monthly union fee shall not exceed 10% of the State-prescribed statutory pay rate.

Grassroots-level trade unions mentioned in clauses 2 and 3 of this Article shall collect monthly trade union fees from union members at the rate of 0.5% of the actual salary received (salary after deducting social insurance, health insurance, unemployment insurance premiums, and personal income tax of the union member) or a higher collection rate than 0.5% of the salary on which social insurance premiums are paid if approved by the expanded Grassroots Trade Union Committee (from union group leaders upwards) by resolution/in writing and specified in the grassroots-level trade union’s internal expenditure regulations. The trade union fee collected in addition to that specified in clauses 2 and 3 of this Article shall be fully retained by the grassroots-level trade union to supplement operational expenses in accordance with law; when making the final statement report, the grassroots-level trade union must separate the additional amounts according to the prescribed form for calculating the amount payable to the superior authority.

For union members in union federations, grassroots-level trade unions of enterprises whose salaries on which the trade union fees are paid are difficult to determine, and union members who are not subject to compulsory social insurance participation: The trade union fee shall be at a fixed level of at least 0.5% of the State-prescribed statutory pay rate.

Union members receiving Social Insurance benefits for one month or more are exempt from paying trade union fees during the such period; union members who are unemployed, have no income, or take unpaid leave for one month or more are exempt from paying trade union fees during that period.

Conclusion: From 1 July 2025, the union fee payment rate will officially decrease to 0.5% of salary, instead of the 1% payment rate according to Decision No. 1408/QD-TLĐ in 2024, in which, for union members in non-state enterprises, the payment rate will be 0.5% of the salary on which compulsory social insurance premiums.
